Ah well... I'll do my best....
What MSN are trying to do is train their network of computers by running searches and re-running them until they get it right, in terms of relevancy.
They have a patent for this technology that they call "RankNet".

Based on my limited understanding I think it's pretty cool though we'll have to see how it plays out. I recently read a book "Emergence" (don't recall the author) about emerging systems in programming, gaming and related it to the systems of natural systems such as an ant colony and slime mold generation... it was quite engaging.
In this analalogy it would be to give the program the rules and let it continually refine, redefine itself as opposed to adding and tweaking the variables manually.
It sure does go a long way to explain what I've seen in their results.
