I had an idea I wanted to run by everyone. Could you stop PR from leaking from your site via outbound links by directing user agents not to index or follow the links on your links page?
With careful link structure, you could even "cork" your links page by ensuring none of the internal links to it were followed, therefore keeping the outbound links from giving up your site's PR.
Or is there something I'm missing?

This is an old trick. But try to get links after. You'll get the rookies with this.
Once they figure it out, do you think you are gonna look like an ok dude.
Had a nice link offer... I replied I was not linking to dudes that do cloaking crap.

Oh, no, I wasn't talking about screwing people, but that *is* a way to do it I guess. I was thinking more along the lines of a resources page. Like if I wanted to link to cnn.com or the Library of Congress for some reason, why waste the PR?

IT is actually not advisable, because the PR you lose is really minimal however if your linking to relevant resource websites from your own that can give you a ranking benefit in itself.
Take a look at the last 2 links at the bottom of www.seo-guy.com I link to a Google Page and the Wc3 (They certainly dont link back) however I do it anyways and Im not concerned with the PR I may or may not lose.
Do things as if an SE didnt exist, those are resources for my visitors so I link to them

It won't improve your PR, but may improve your rankings in SERPS.

I have heard this stated time and again. I have two situations within the same site:
1. Glossary Pages: I get many natural links from ".edu" and other authority sites that do a one-way to me. What good will it do me if I link out to authority sites when my site already is an authority site (#1 rankings on primary KWs for the last two years)? I don't have a problem linking out to other authority sites, I just have no idea of what I will gain by it.
2. Product Pages: Because I link from my authority pages and the pages are moderately SEO'd, my product pages place very high in the SERPs for my primary product KWs. Can I gain something here by linking out to authority sites?

The basic premis is that you rank out to the "authority sites" in order to show that your not only attempting to be an authority on the subject, you are also a resource for other authorities on that subject. Yes I have tested this many times with great success and no it doesnt help with PR.
Remember though people, SEO isnt about PR, its about where you land in the serps at the end of the day and making sure you didnt have to reck your site to do it!
