Hi, i have a question...
Generally a site's main index page will have a higher PR (example 6 or 7) but the page on which they exchange links, ie the page for reciprocal linking only has a PR of 1 or 2, does that mean I'll be effective getting a link from a PR 1/2 only?
Or does the PR of the index page carries weight as well?

Yes, you'll benefit of the PR values of the page where your link is on. So, if you have a link that point to your site on a PR1 or PR2 page it doesn't matter that their index page has a PR6 or PR7, you get credit just from that PR1 or PR2 page.
But, you should be aware that page ( reciprocal links page ) could be fairly new and that's why it is just a PR1 or PR2. Also, you should check out to see if that page is linked directly from the index page ( the PR6 or PR7 as you mentioned ) because if so, in 1-2 updated that page could get a decent PR5 or PR6 depending on the index's page PR of course. Generally, inner pages linked directly from the index page get a 1 point lower PR value than the index page.

Hi sensey, got your point on the slightly lower PR for subpages.

Melvin,
It has everything to do with link architecture or how easy it is for SE's to get through your site. The closer to the high PR level on your site, the more PR is transferred.

Hi, my site has this problem too.
My index page have a PR of 5 but my subsequent pages only have PR3 and PR2. Those sites are quite new (about 1 month plus). They were PR0 when they are there and after I channel the PR to my inner pages from the index page, it inheritted PR3 (but I thought it will be PR4).
Try to channel the PR to the inner page and wait for the update.
And try to get more page link to it and you'll see the result.
