PageRank, URL vs page

The PageRank for my weather (http://www.weathersys.com) site is 5 but the index.php that the URL points to has PageRank of 4 does. It seems as if a domain name can have a PageRank of it's own. Can anyone shed more light on this subject?

Forget about the index.htm, index.html, index.php, index.asp and other index files PR. Always look at your website as http://www.yourdomain.com and point all the links at this form of url.

Do not point links to your index pages.
