IMO It much wider concept to explain; in short, site with good content, many relevant high PR backlinks, well optimized for its keywords etc.. can stand in queue for getting PR.

note that PR or pagerank is only used by Google and not by the other search engines; also Google is using PR less and less as it is somewhat easily manipulated by acquiring lot's of high PR links pointing back at your site.

Also PR is given to individual pages and not sites; so if you go and buy text links as part of your SEO strategy, what counts is the PR of where your link is going to live not the PR rank of the home page (unless this is where you're link is going to be).

PR is calculated by a number of things inluding inbounds, votes, site age to name a few!

Neverteless, the quickiest way to get PR is by acquiring links from well-standing resources, preferebly in the same subject matter.

yea PR has so many factors involved but the most is the votes.. the votes pointing to one page from other pages and much more things related to this
