i would just like to know if u can edit /customise scripts 9i.e osdate php izabi) which require sql etc on a normal computer without sql and upload the files to your host.

You can modify code on any remote computer including a pc using a standard text editor and an ftp/sftp or ssh client to upload your modified files back to the server. MySql is not required although you can install it on your computer just fine. One thing to keep in mind is to make a backup copy of the original script for your own sake.
