Dhaval, Welcome to the forums. I'm not sure of the actual character length in the title but I generally try to use 7-10 words. You just don't want it cut off when diaplayed if you can help it (for appearance, not SEO)

Regarding meta's etc. there's no set ideal length that I'm aware of. You should use what makes sense for the page. (logical description, keywords that are reflected on the page etc)

I'm not sure if this has helped, I responded only because no-one else had. I've got a friend that speaks Hindi, if you check back in maybe I can con him into doing a little translating next week.

When I used to freak on optimizing my keywords, description... tags, I was using this meta analyser (http://www.scrubtheweb.com/abs/meta-check.html). It's been over a year I did not touch it but it's this one that say THEIR recommended lenth and word repeat... bla bla bla...

I'm not saying it's good, acurate or should be used to make your tags. It just say what you seem to be looking for. If you look for others like this one, they will say different tags lenth. So it's like anything, mostly speculation.
