I have a client that wants to rank for "engagement rings". They have a site that sells many types of jewelry and the home page has links and text relating to all types of jewelry on their site. The focus though is engagement rings as it is in the title and the first item on the page. They also have a page/section about engagement rings. With the linking campaign, should we have links to the engagement rings page with the term engagement rings or links to the home page with the term engagement rings. How about linking to both pages randomly with the term engagement rings? I'm looking for a best practice.
Does the home page have a better shot of ranking for that term than an internal page?

You want to get a variety of links to the different key pages of your site. I'd recommend getting a large portion of them to your homepage (not a rule but maybe 30-40%), and the rest to other pages. It's good to spread the link juice around throughout your site. That is more natural. A link to a page on your site is really a vote for your entire domain. There's an SEO phrase that describes this..."Rising tide raises all ships". Even pages without links will rank better if the domain has a lot of "votes" (inbound links).

I do agree with Webgeek..it a wise to have links pointing to all major internal pages...and it is more important when you have thousands of internal links ...Depth Linking

I feel that the information given is misleading. Yes you need links, but you need to focus on getting links from other sites that are on-topic with a similar theme, editorial links from authority sites are preferred. Internal and external anchor text is very important, a large quantity of links is not. Also the poster did not mention if any KW research was done but hopefully it was, for the clients sake at least.
Also recommended is reading up on creating indented SERPS, which is another viable option. IBL percentages? I dont think you have any control over what percent goes where so, its not something to focus on.

Yes homepage have a better shot of ranking than an internal page. It is the first page to visit by the user. The homepage must be creative that will attract attention and consider also the content. Content is the king and reader is reading the content. Google evaluated the site for the value of backlinks does the site have and Yahoo is for content and keywords used in the heading or in the meta tags.
