Hi,
My site is new and pr of my site is zero but pages are cached and directory summation and link exchange both are continue .I want add rss news in my site for better traffic but one man is say to me when site pr is more than 3 than you add rss otherwise no. I think pr is not matter in this case .Please suggest me.

I'm not sure, I'm guessing that he meant that your site would be filtered for duplicate content, but ı've not found it to be a problem myself.

Apart from that, always bear in mind your site could be a PR3 already, it's just that the public PR data hasn't been updated yet.
