Will site more page rank
or any site. But if site with more page rank is linking but the page which is linking to us is of less/or no rank then will it help

its a give and take thing. if you are willing to exchange with anyone that means some people will not want to exchange with you.

A PR0 today may be a PR6 soon, so don't worry about the PR a whole lot. I would just stay focused on getting lots of relevant theme links.

If the PR thing still bugs you then try submitting your site to a couple directories. Some of the directories have decent PR. Here is a site with a good list of Directory Archives (http://www.directoryarchives.com) .
