Hi--

Can you refer me to a good article or share some insights on the relationships and differences between getting high PR vs. SERPs.

I have mistakenly assumed that high PR means high SERPs. What are the other considerations for generating high SERPs?

Welcome to the forums. The SEO Tutorial (http://www.seo-guy.com/tutorial.html) here is a great place to start.

Reagarding PR... it seems the less we see it the more press it gets. It's been like 3 months since the last PR update. My opinion is that until (or should I say if) it comes back out of the box any correlation between the visible PR and it's effect on SERP's is akin to peeing into the wind as there is no current data.

That's not to say that it isn't being calculated/utilized internally or that higher PR represents more frequent/deeper spidering, just that the public display (like back links) is unreliable and if/when it comes out of the box it very well may look different.
