This is a quote, not something I did but its intersting for sure!
I use global headers and footers on my site - If I were to add a link in one of those to the homepage and used my prime target keywords my site ranking will drop - I've done it on 3 different occasions and when i did it, ranks when down, when removed they went up. It seems logical too because who would try to manipulate their own links? If you give yourself hundreds of links with the same anchor text they think that you're trying too hard to hit those terms.

I'm a little confused. Is this saying if you use, say SSI, and you have a global header file and on that header all links back to the index page use the text "SEO-Guy" and link back to http://www.some*site.com then that's bad?

You're not confused... it's what it says...
Like trying to spam words from your own internal links.

I would have to assume that this isn't for Yahoo Wireless Cove http://www.wirelesscove.com ranks 5 for the search term Wireless Phone on Yahoo and I used Wireless Phone for my link back on every page.

Optimization for Yahoo and Google are starting to become very different animals all of a sudden. Although with a high enough volume of backlinks (Established not new links) then the gap closes however for new sites there is an ocean between them.
New site on yahoo = 1 month to rank
New site on Google = who !@#$^$#^ knows
