What are good, cheap services that will help you to obtain relevant links and back links?

I have always found linkateer and Link partners.com to be excellent resources for obtaining backlinks for your site. In the case of Link Partners they will send you an automated link submission email. Make sure to reply to it with your reciprocal Url or they usually don't return the link. Otherwise they have been great about linking back quickly! Good Luck! By the way I have used the Free version of both of these services with no problems.
