h1 tag should be around my keywords in description
if that's my description:<META NAME="Description" CONTENT="Buy Book Online!Buy Your Favorite Books From These Online Bookstores!Download a FREE eBook of James Allen’s "As A ManThinketh."">

then new would be:<META NAME="Description" CONTENT="<H1>Buy Book Online!</H1>Your Favorite<H1> Books</H1> From These <H1>Online Bookstores</H1>!Download a FREE eBook of James Allen’s "As A ManThinketh."">
am i correct or missing something???

No... it's not how it's used. It's not used on your metas, it's used on your content.
Like if the top title of your page is "We sell the best widgets in townname" in your html you would put this title in an <h1> tag. Then a paragraph title would be in an <h2> ...

oh ok....if you look at that page http://www.a-buy-book-online.com/mentors.html i guess then that's the way to do this ???? well this is only a <b> tag but does that count?

It works just like a <b> tag yes, and will make the text big and bold...lol

Make sure you put your keywords in H1, H2, and bold throughout your page.
