Does Text Link "California Lottery Texas" covers keywords:

Lottery
"California Lottery"
"Lottery Texas"

Or it will cover only "California Lottery Texas", if someone enters this in search engine?

I think most would suggest that you use a combination in your requests... maybe some Cali Lottery, some Lottery Texas and some Cali Lottery Texas.

Are there more searches for lottery Texas than Texas Lottery?

Personally I wouldn't optimize the same page for both phrases.

"California texas Lottery"
Becuase competition for this complete word would be less. Once u start getting the hit for this then streamline your efforts by creating the linked page covering
California lottery or texas lottery or something you want.

IMHO usually it is more useful to pick terms that people still search for as your starting terms...and then go after the broader versions of those said terms.

go for broad version
