Anchor text counting as keyword density on page?

If I want to increase my "onpage keyword density" and if I want to use anchor text, will this count as my keyword phrase?

For example:

"website design services" being our on page keyword phrase and linking to another section of that page or another page, would this count towards the keyword phrase density does anybody know?

yup. and words in anchor text usually have an implied greater importance than most common text and should be weighted at least slightly higher than most body text.

Moreover, the anchor text is also counted as part of the page the link points to.
Proper using of anchor text has great impact on ranking of the pointed page.
