As a general rule of thumb for the "beginner backlinker" should one advise us to point all our anchor text backlinks to one page to start with, or should we do it for every single page?

This is what I think and do. What counts is that your homepage has at least PR5. This way it will get it's linked pages crawled everyday. So if you are under 5, you should point all links to home. Once you have minimum PR5 on your homepage, then you can start getting your links to inner pages. Getting pages crawled often is important to be able to tweak them.

At first, you should limit the amount of links going to subpages from subpages and make sure all pages link to home. So you return more PR to the homepage instead of internal pages. This would be a pyramid site structure. Once you have enough PR, you then add links to subpages from subpages to raise their PR. You limit the links to the contact pages, about us...
Links to your site brings so many PR points, that you spead to your pages. You can't spead it too much at first and have to focus on the important pages only. Once you have more PR, you can then use a flat site structure if you like and get links to internal pages.

I agree. Have all your links point towards your homepage.
Ensure that you type in the URL without the /index.html or whatever it is. You inner pages will receive 85% of the homepage PR if interconnected.
You might also want to consider finding a link manager which will ease the pain of setting up all the links in order for you to receive a good PR.
Hm... So internal links can increase PR?

Oh yes. Internal linking is very useful.
In fact a very effective geographical keyword boost is by simply adding your address at the bottom of the webpage and have the City and State set up as a link and have it pointed towards your homepage.

I still think that one of the best ways to begin a solid link building strategy is to type in your most important keyword and take a look at who sites the top sites are linking to,and then ask those sites for a link exchange.Try this article Reciprocal Linking Strategy (http://www.trafficblazers.com/reciprocal_linking_strategy.html)

I have 2 pr 5 pages linking to me that don't come up in google.
why?
also, is it bad to have kewwords scattere dthrough out the site with internal links to coresponding pages?

Id try just one page to start with, it doesnt really matter to be honest, it depends where you want all your traffic to go
