Link popularity before or after?

I'm wondering.

Is there some diffirence - Link Popularity before or after update? For example I have site with 50 links indexed in google and shown with link:. But I know that I have new 300 links from another sites.

So are this 300 links counting before update? ;)

Yes... why what? Why do they not show? Why do we know they count when aren't shown?...
