Are these tags still necessary?
<meta name=“robots” content=“index,follow”>
<meta name="REVISIT-AFTER" content="2 weeks">
I still use them, but lately I've heard that it might be worse than just leaving them out. Any definitive answers out there?

They are a waste of bandwidth.
Google does not listen to these...

the only thing that is useful is robots.txt if you have a protected area of the site like an admin area that you do not want the robot to try and follow. the tags do nothing.
