blank keyword and description

Could someone tell me why some sites have no keyword or description in there meta tags?
Wouldnt this hurt there rankings in the search engines.

Not really, most SE don't use them, if you have no description google take onpage stuff anyway. They don't have weight in rankings.

A note of caution: Yahoo is rumored to still use the keyword META. It does not take much to ensure that you have in your METAs: title, description, and keywords. Until such time as I KNOW they are useless I will include those 3 in my METAs.
