For some time now I have virtualy scrapped building up my links pages
and now offer links from true pages instead.
I would be interested to here views on this, would people be more inclined
to swap links if their link was one of only 5 or 6 fom a strong internal page
rather than from a links section?

Absolutely, the issue there is finding webmasters of related sites who think similarly and then regarding anchor text... what's it gonna take as far as quantity to compete in your market?

Personally I would rather have 10 quality links from similar pages than 100 links
in links pages or directories. I also think this is better for positioning.
I tend to be on the front page for most of what I target with very few links
anyway, but this partly due to the way I work (concentrate on niches)
I also use the fact that I only target UK visitors to my advantage.
I'm willing to help any other country SEO's even if they're in direct competition.
The way I see it if they sell widgets in the US and I sell them in the UK we should
help each other.
I even have links to direct competitors on my homepages.
Even if they did overtake me in the SERPs it wouldn't bother me, as any UK visitors
would just skip over them anyway.

Like you say the main problem is finding others who think the same,
too many people don't realise that working together can be beneficial to both
sides.
Any US or other non UK SEO's interested in this concept feel free to PM me
