Do you think that maybe Google has some preference for IP addresses? Several of the functions that I use on my site require a dedicated server, I can't afford one right now, so I have been doing work using my Comcast cable service. I am luckly to see Google take 100pgs a month while Yahoo and MSN take 300-400 a day. Six months ago I did use some questionable SEO, but I cleaned up awhile ago. Maybe thats whats still haunting me. Ideas?

IMHO I don't think Google preferres any IP address or webserver address. If so, people would pay top dollar to get hosted on those servers.
I run 5 domains off a dedicated webserver. I've purchased a unique IP address with a different C-block number, so from Google's perspective they are completely unique sites. I think that's a pretty common and wise strategy.
Re: your questionable SEO... most likely everyone has tried a few tricks, then cleaned themselves up. Eventually Google will see you're back on the straight road and reward you for your efforts.
