not

http://www.url.biz/Business/Home_Business/

eg same as mysite.com?c=5
doesnt equal
mysite.com?c=4

This is it. Because you should always get your links to point to the same URL.
If you use ...name/ or ...name/index.html it's not the same thing, so both will have a different PR because you are splitting it.

So does it count a backlink to the site? Bcos when i search in
http://www.webmasterbrain.com/prog/ - it show PR 0 ?
but when i go to the site it show 6??
