2 Backlinks questions

Do the links from a site's interior pages pointing back to the home page with a "home" link count just like the links pointing to a site from other sites...I know interior page "home" links show in the backlinks but are they weighed less heavily since they are from the same domain name?

Also, links on addresses like domain.com/links pointing to my site have not been showing up in my backlinks. I read google is doing this intentionally, are these links still counting even though they are not in my site's backlinks check?

1- Internal link count. They are also used to focus PR toward some pages too.
Like all pages pointing to home to send as much PR as possible on it. Anchor text of those count also. So don't use home... use KEYWORD SOMETING as link and home beside it as text. They are supposed to be of less value than external links.

If the page that has the link on it is called links.xxx it may never show in BL.
