comments tags

i would like to use some comments tags to make up for a lack of text and also lack of link text and links, but is this considered spam and how much is too much if it is?

Yes comment tags are for comments .not for make up the lack of text and links.
Its not for search engines and user.its heplful for pgogrammers and web designers who design the page and write codes.

avoid it immedietlly..

I have used comment tags to separate different sections of my sites, and integrated it with SEO. You can use them with your keywords if you do it ethically. For example if your site is about blue widgets you can do the following :

<!--Start Blue Widgets Body-->
<!--End Blue Widgets Body-->

You can get creative, but make sure it is useful for you too! and don't spam the tags with keywords....be gentle
