Even, I am seeing some up and downs in results of Live search. But there are many things yet to improve in Live or MSN to attract visitors for searches.

and what are those things? What i know that MSN still weight some meta tags in their search ranking..

IMO Live is on the right course. But other than title tags the metas are not a factor. All 3 SE are striving for universal search results so you would be better off learning about web segmentation and controlling relevance. You will then garner some click through, hence maybe improve on your user behavior scores, I believe it is tracked and factored.
