yes I would broadly agree.
You won't be penalised for having a free domain, but you probably wouldn't rank so well as a top level domain for a competitive keyword.

My feeling is that the second would do better. One reason would be because of the anchor text in directory listings.
You first make sure which keyword you are targeting before you think about your domain name. Get your own domain name if possible!
When you find your keyword, try to implement it inside your domain name. This is important because in the future you will get links from other people. These people will link you (99%) with your url name. If your url name has the keyword already inside you will get a yammi yammi high quality link.
