I really don't know. I think it's because they're using XHMTL somewhere and for that some urls need to be encoded to validate, but I can't think why they would need it to be encoded twice. I'd be a bit worried that SEs couldn't parse double encoded urls and you'd lose your SE traffic. But I really don't know.
