You could do a simple db application in PHP or ASP. If you're working with just HTML I know I've seen some JS stuff that will display a message a day that seems it'd be pretty simple to place images where the text is.

Edit: Sorry missed the once per user per day, so that would leave out the js and take some of the simple from the PHP/ASP.

if you can use some code to get users ip address, then you can do want you want.

once per day per user...
you will need to store the ip address [in a db] or store a cookie with the user to do this.
either way...the page will check the db or cookie to see if the user has been 'flagged'.
then you delete all the db or cookie flags at the end of each day.
