There's a ton of directories out there, they seem to come and go with the drop of a hat. There are a few good lists in the directory section here. I know Bobmuch's list gets alot of attention.
Honestly though, if it were me, I'd take one of my related sites and start doing three ways from there (or get started on buiding one) while doing the directory submission thing. What field is the site in...
Another thing you might consider is seeing if you can buy a couple of pages from an established directory. I don't know if they'd go for it but it can't hurt to ask. ie a directory owner might have an empty pr4 page for women's fashions that would take them a year to fill at 30 bucks a pop. They may be willing to consider putting up your links on that page for maybe half of what they'd expect if you bought all the space at once.
Then you'd seek links to your site and trade from the directory page.
