content may be an issue, but google knows that many corporate sites may have this problem and are more lenient. I would think your problem may be something else...

- try to optimize each site for diff. keywords
- work on link building
- I think the main thing for you may be geo location; if you have sub domains already it may be easy to geo locate your sites.
