Google's "neighboring web pages" explained?

Okay I'd like some feedback on the description from the last sentence from googles explanation of pagerank (from their site).

They analyze content from 'neighboring' webpages. Does anyone know the actual meaning of what google calls a neighboring webpage?

Pages on the same site which are linked from/to the current page? Or pages outside the domain link from/to this page at hand?

Any knowledge on this would be appreciated.

I would assume, and this is only an assumption-that it's the other pages in the SERPs ranked similarly to yours.

Yeah that would be tough since it may cause a cascading effect if your neighboring pages were not relevant as well.

Still curious as to what they consider a neighbor.
