In my experience only good useful articles can build traffic to one's site. One must submit to a fairly large number of directories and one must submit new articles regularly. It can be hard work but using a good submission software can help.

There's no penalty for one-way directory links; the worst that can happen is that one day some of them may be ignored and you've wasted your time (with respect to google anyway).
