Hiring an SEO Employee

My company has reached the point of having too many clients and not enough employees. We are three strong now but need to add one or two people. We started out as a designer, a developer and a copywriter. Now we are three SEO Consultants. We simply are turning away work because we don't have the time to do the link management, the directory submissions, the article writing, press release writing, article submissions, content creation and meetings among the other research we do.

What is a good hire for us at this point in terms of a skill set? How best to look for an seo consultant and what would be a good starting salary range? I'm in Richmond, Virginia and hope to hire someone in the next few months. Any advice would be appreciated.

Do you need to hire a professional SEO or just outsource the link building. Couldn't you just hire some link builder off rentacoder or something.

I don't trust rentacoders. I need someone who can help build our client relationships. They will interact and manage accounts just like I do. I can't watch 20 clients at once, I need to have someone who can make decisions as to what should be done.
