Ok, what is the latest consensus on these being effective for SEO page design?

Do the SEs still use keyword density? Is it still worth adding ALT tags with keyterms to increase density?

No. A KW density of 3-5% is more than adequet and jamming up the alt tags with a bunch of KWs will not help.
