how Google make mistake ?? how G can give one blank page to 3 PR ?

i hope that some times before on that page Google read some Good Quality content and Crawled and index that page....but after Google's index it might be possible the the author of that page decide to Remove that old content and put some new one.....so at this time its underconstruction.....

I m not sure about above answer......any body can correct me if i m really wrong ????

And one more question...

what happened when Google bot again comes in this duration when page underconstruction and PR = 3 ........so google is going to DEINDEX that page....or once PR comes.......then it never decrease ???? Confused

let me know some better answer.

i m checking this page form past 1 yrs ..it it still in underconstruction...only google knows why it show pr3 for this underconstruction page...
