Long time no see...
It's alway difficult without a url, access to any analytics/logs, server stats and some background but Googlebots spend a lot of time crawling with a 304 request, which means a specific request; "has there been an update to these pages?"
If there hasn't been an update then there likely won't be a download - which makes sense because why should Google spend time/resources to download a page that hasn't been updated? Having a stale site might explain all of the crawling but no downloading. Having a stale site might also be bad for rankings in some markets.
If the page has been updated, then you should check to see that your server/CMS supports a 304 request... not all do!
