Nope, its definately a yahoo search beta. It focuses on personalised search, so you can bin results and store the ones you found useful in a "my web" section, which you can also choose to search. You have to sign up, and then you can have a play. Yahoo! Next is like MSN snadbox or Google labs, and currently this is the only project there.

Its not the local search thing or that boring stuff. They are actually trying to do something here. I personally find the whole thing too laborious, but it does give you complete interaction with results insteaqd of having them just served up to you.
