Unfortunately, this is a business built on trust and understanding. A few of my clients are willing to vouch on my behalf regarding both ability and ethics -- let's say I have someone ask me to optimize and providing training on link exchanges, with the intention of ranking for some product or service. I inform the prospective client how I go about my work, provide the references (whom also consent to me showing off a few rankings), and sit back and wait. I've been in a SEO sales position before and did not care for it much...I have yet to actively seek clients; people have sought me out, so it isn't so much of a sale as it is an educational venture complete with hourly pricing.
When asked about the investment questions, I pull out the MBA and can point to a variety of metrics they can measure the success of the program -- no strategy is ever contingent solely upon naturl search results, though that usually is the main focus...intelligent clients understand issues dealing with 3rd parties and know that I do everything in my power to ensure they get the most bang for their buck.
Hopefully that more or less answers the question agent gazelle. Just be careful never to give a gaurantee, in the event something catostophic occurs -- it is impossible to have a perfect record on the natural search (which is also another great reason to offer a variety of SEM abilities).

That does answer my question. I was going to put together a promis for anyone wishing to employ my services, but I realise that I don't control the SEs. Without promising top placement in the SEs I guess I can only promise that I will use optimizing methods that have brought success to me as I have worked on other sites.

And that's really all you can do. It does help if you are up to date on all the CPC stuff too, as well as good sponsored links/banners, e-mail marketing, and anything else that you can fit into your bag o' tricks.
