On my site I can set up different header tags for the following, as set up by the site designer.

Header Tags Category Title
Header Tags Category Description
Header Tags Category Keywords
Header Tags Categories Description

Is there any rule of thumb as to number of words etc to put in each category and any major "Not to do" that I should be aware of.

Hi,

I would be careful to duplicate keywords and descriptions on different pages. I can tell you from experience you will get pages dropped in MSN and Google if they are identical on every page. It's better to drop them completely if you can't make them unique and relevant to each page.

I use 3 - 12 words in various combinations for my keywords tags (some people don't bother with a keywords tag at all), and a couple of sentences in my description.

The description is vital because it will often be used as a snippet in any displayed search results. It has to look good if you want people to choose to click on it.
