Well ranking depends on lots of factors and only one link from Dmoz cant make the real difference you need many such quality links.

Loads of sites use a dump of DMOZ data... so it's not a link on DMOZ... it's a link on all the sites that uses DMOZ data dump.

At the end of the day, a link from DMOZ is a link....and DMOZ data is syndicated and eventually feeds Google Directory. It will help in link popularity, but it may or may not help in the SERPS....its hard to get an optimized link from DMOZ...they will use your site's title and not a keyword, and then they rip apart your description and slap it with some general talk...

Link from DMOZ is always useful as most of the search engines search are powered by it.. But that alone won't help your site to get higher ranking.. I mean its not worth the time you wait to get listed in dmoz. Also the anchor text doesn't carry much weight as it won't be your keywords
