I'm trying to get higher position in google SERPS. So I started link campaign. Got some questions about it.

Should I get new backlinks everyday? Because I was so tired about getting new links everyday. Here is my case :
- My site was on page 6 at the first.
- 3 days ago I got 10 new backlinks. And then I checked, it's been on page 4.
- Yesterday, I just got 2 new backlinks. and I checked, it's been back to page 6 again !
- And then I realized that there's an info like this on every SERPS :
"Consumer Credit Counseling Service of Greater Dallas, Inc., CCCS, debt management, financial education, credit help, non-profit, online financial counseling ...
www.cccs.net/ - 13k - 10 Agu 2004"

What does it mean? The date I mean. Is that the date when this site updated its backlinks?
