Target keyword phrase in reverse order

Let's say that I am targeting the phrase "keyword1 keyword2". I often hear that it's ideal to get different anchor links so that they look more natural. What if I get anchor links with anchor text "keyword2 keyword1"? Does it contribute to get higher ranking for the phrase "keyword1 keyword2"?

Hmmm, I wouldn't bet my head on it, but I think a better solution would be to get anchor text like keyword1 keyword2 keyword3, or keyword3 keyword1 keyword2 etc
