Regarding spam I should let you know that all submissions are "supervised". If a site violates our terms of service we delete it. If it contains adult material we classify it to our adult section. Classification means that you can only index the site under the designated root category (you can move the site yourself by changing the value in the netinsert meta tag)
The difference between NetInsert and e.g. a conventional directory is that the the task of editing and describing the web page is deferred to the webmasters themselves. The task of supervising and approving submissions is still done by NetInsert staff.

Want to first say a big thanks to NetinsertGuy for stopping by our forum. Welcome  Always nice to get some discussion with directory owners - it's the best way to put an end to myths/theories - and lets others know that your directory does is available for others to use.
I added my previous client to the NetInsert - added the needed meta tag to the splash page as required. I didn't see a big deal about it. SEOBook - they do provide a good quality static-link - the ones we drool over, don't they? Or am I missing the "big picture" on this one...
