Froogle can be hit or miss.
What is working right now for some of my clients is to use Froogle to get customers in the door. Then using a strategic promo to get them to buy.
One example is using a few "choice" sale items to lure customers to the web site, then use free shipping ($50 or more) and strategically cross promote other items to get them to purchase more than just the sale item. Then immediately email promo them with a coupon that expires in 2 weeks if they tell a friend.
The conversion rates on this technique are quite good compared to other avenues. Of course you can put whatever twist on it you want.
Just my 2 cents. Hope it helps.
